Board approves Five Year Forecast, Recognizes outstanding drivers, students and staff members.
OLD WASHINGTON,Ohio--The East Guernsey Local School District, Board of Education spent much of their Wednesday night meeting, wrapping up the school year, and preparing for next fall.
The board recognized the April Students of the Month:  Allie Brahman, Amber Colvin, Austin Gray, Kyle Gray, Jade Kahrig and Blaize Roe. The students were chosen by their  teachers
Also recognized were Greg Bates, Jackie Cochran, Brenda Dodd and Jacob Glasgow for placing third in the Eastern District School Bus Road-E-O.  The team from Buckeye Trail came in third place.  The competition made up of a timed written test and navigating nine different obstacle courses in a 72 passenger school bus.   Greg Bates qualified to advance to the state competition.
Superintendent Greg Pittis also recognized Molly Burga, Cassandra Burke, Courtney Gray, Sonya Kelley Becky Lenarz and Tracy Taylor for their help doing student athlete  physicals.
During the financial report, the board approved the district's Five Year Forecast.  Treasurer/CFO Matt Reed reported that on the revenue side, during FY 16 the district received approximately $900,000 more property tax revenues than in FY 15.   The majority of the increase in funds was due to the enormous increase in mineral valuations.   However, Reed points out that speaking with oil and gas industry experts, these values will likely dwindle as oil and gas production slows.    On the expenditure side, Reed notes several factors revolving around the districts largest expenditure, personnel.   With the reinstatement of several classes and programs, salaries, health insurance, retirement benefits, capital outlay and the ever-rising cost of everything from milk to school buses, the district expenditures continue to soar.
Reed predicts a an excess of revenues over expenditures  of $404,657.00 and a fund balance at the end of this Fiscal Year of $4,387,486.00.   However, red ink, in the form of deficit spending is predicted by the end of FY 17, by just over $71,000.    He noted by 2020, if the predictions are correct, and no changes occur, the district will be in a negative balance.
Reed stresses that the numbers become more guess work than fact, as they extend beyond this Fiscal Year.   Numerous variables, such as revenues, state and federal funding, as well as a lengthy list of expenditures can change drastically over the course of even a few months, changing the forecast.   The Five Year Forecast is mandated by the state to be developed and approved by school boards statewide twice a year, in the spring and fall.
Also Wednesday night,  number of personnel items were approved for the 2016-17 school year.  The list includes Certified and Non-Certified personnel, including bus drivers and aides.   Approval was given to the resignations of Julie Bump, Julie Peters and Sharleen Shaffer.
Also approved was a certified contract for Kevin Reed as  a part time grade 7-12 music teacher.
Looking ahead to the summer and next school year, Tech Coordinator Matt Hardy says when classes begin again, all students K-12, will almost completely be 1:1 with their own Chrome Book or other personal computer device.  However, some will remain at the school.      Hardy says over the summer the staff will be busy upgrading the district's Wi-Fi, finishing up the new high school computer lab and many other projects
Preparing for the upcoming school year, the board eliminated the positions of the bus driver and bus aid who transport three students to the Haugland Learning Center in Dublin.   The students will be schooled within the district.    The board approved the suspension of contract in accordance with the Reduction in Force article, of the EGCEA Collective Bargaining Agreement for Marlana Delaney for the upcoming school year due to abolishment of the position.  This was the afore mentioned bus driver position.  
A number of positions were reinstated for the 2016-17 school year.  This includes:  Director of Curriculum, Flag Corp and Marching Band Assistant.    Superintendent Adam Pittis says the positions have been posted, and personnel will be named in the near future.
The next meeting of the E. Guernsey School Board will be June 22 at 6 pm, at the district's Central Office in Old Washington.
